The FY2025 Continuum of Care (CoC) Notice of Funding Opportunity (NOFO) is now available at grants.gov.
HUD has reaffirmed its commitment to working closely with communities to address the growing challenges of homelessness, addiction, and mental illness. The goal is to support individuals and families in need while strengthening the wellbeing and safety of our neighborhoods.
This year’s NOFO includes $3.9 billion in funding—the largest federal investment dedicated to reducing homelessness. HUD is looking to partner with organizations that can help move communities forward by focusing on:
- Supporting treatment, recovery, and long-term stability
- Offering Transitional Housing, Supportive Services, and effective street outreach
- Bringing new ideas and improving overall system performance
- Demonstrating meaningful outcomes, including greater self-sufficiency and reduced returns to homelessness
- Collaborating with local leaders, law enforcement, and community partners
- Enhancing public safety through thoughtful coordination
- Strengthening treatment approaches and accountability in response to the fentanyl crisis
HUD is encouraging CoCs to widen the pool of partners—including strong, mission-driven faith-based organizations when appropriate—who can deliver results aligned with these priorities. New providers and organizations that have not previously received CoC funding are welcome and encouraged to participate. If a high-quality provider believes it was not given a fair opportunity within the local competition, HUD offers a Solo Application option, explained in the NOFO and on HUD.gov.
HUD also reminds applicants that organizations receiving federal housing or homelessness funding may not operate or allow drug injection or “safe consumption” sites, distribute drug paraphernalia, or permit illicit drug use on their properties (EO 14321 Sec. 5(c)).

Local Applications Due December, 15, 2025, by 5 PM CST
There are two processes that comprise the NOFO competition: the local process and the HUD process. Both processes must be completed.
Note that the local competition process has changed this year. Therefore, it is very important that all entities interested in requesting HUD CoC funding read and understand the Request for Proposals and associated materials. Due Friday, December 5, 2025, by 5 PM CST
Entities interested in applying for project funding for a renewal or new project are required to submit their Intent to Apply by 5:00 PM CST on December 5, 2025, using the Google Form linked below.
Technical assistance is available to organizations that submit an Intent to Apply for an eligible activity under the CoC Program competition by the due date and who are registered CoC Members as of September 30, 2025.

Monday, December 1, 2025, at 2 PM CST
The meeting will consist of a comprehensive overview of the 2025 NOFO, the local competition timeline, the local application submission process, e-snaps submission, the project review process, and a question-and-answer period. All organizations interested in applying for new and renewal funds through the local competition are encouraged to attend this workshop. All interested organizations are invited to attend, including those that have not previously been awarded HUD CoC Program funding.
This meeting is open to the public.
