2023 DCF State Unified Supplemental Contract Competition

Award Notification

On behalf of the Continuum of Care Board of Directors of Opening Doors Northwest Florida and staff, we are pleased to award direct service funds under The Department of Children and Families Office through the Emergency Solutions Grant – Coronavirus Block 3 (ESG-CV3) funding.

Emergency Solutions Grant - Coronavirus (ESG-CV) is an emergency response program that was developed to supplement the annual Emergency Solutions Grant as a response to the coronavirus pandemic through The Coronavirus Aid, Relief, and Economic Security Act, also known as the CARES Act. After two years of these emergency economic funds, the State of Florida has received a third allocation of program assistance because of reallocated dollars unspent by other states.

ESG CV3 funding (See chart below). The award period is from July 1, 2023, through June 30, 2024. Through this RFP, FL-511 Pensacola, Escambia and Santa Rosa continuum of care non-profit partners will provide services to individuals and families experiencing homelessness or those at risk of becoming homeless in the Escambia and Santa Rosa Counties in the State of Florida.

Opening Doors Northwest Florida, FL-511 CoC Lead Agency, is now accepting project applications for the supplemental funding opportunity.

The Department of Children and Families (DCF) Office on Homelessness has made funds available under the State Unified Homelessness Grant Program (Florida). Within this contract, applicants are given the opportunity to apply for supplemental through the Emergency Solutions Grant – Coronavirus Block 3 (ESG-CV3) funding.

Emergency Solutions Grant - Coronavirus (ESG-CV) is an emergency response program that was developed to supplement the annual Emergency Solutions Grant as a response to the coronavirus pandemic through The Coronavirus Aid, Relief, and Economic Security Act, also known as the CARES Act. After two years of these emergency economic funds, the State of Florida has received a third allocation of program assistance because of reallocated dollars unspent by other states.

The primary goal of ESG-CV funding is to prevent, prepare for, and respond to COVID-19. As such, individuals, and families most at-risk of exposure and harm from the virus should be prioritized for assistance. Research from the Centers for Disease Control identifies that the following subpopulations are at higher risk for severe COVID-19 include those over the age of 65, those with an underlying medical condition, and some racial and ethnic minority groups who face multiple barriers to accessing healthcare due to lack of insurance, transportation, childcare, or ability to take time off from work.

As such, project applicants under this award must demonstrate the ability to address COVID-19 and the subpopulations it impacts within their program proposal.

Opening Doors NWFL seeks applications from qualified non-profit organizations to provide services to individuals and families experiencing homelessness or who are at risk of homelessness in Escambia and Santa Rosa Counties.

FUNDING
The total award amount available through this RFP is $190,399.87 for this round to project applications to support the eligible activities as described in Section B(I) (See Request for Proposal (DCF) Detailed Instructions for Supplemental Funding: Emergency Solutions Grant Coronavirus Block 3 [ESG-CV3]). These grant funds are for activities performed for the fiscal year of July 1, 2023, through June 30, 2024. Organizations that are awarded under this RFP for supplemental funding must expend ESG-CV3 funds by June 30, 2024, and this grant will NOT be renewed.

BRIEF INSTRUCTION
Project Applicants should thoroughly read the 2023 FL-511 Request for Proposals (DCF) Detailed Instructions for Supplemental Funding under ESG-CV3. Returning project applicants that applied for the 2023 Annual DCF RFP Competition that ended May 31, 2023, will complete a returning applicant application. New Applicants who did not apply for the 2023 Annual RFP Competition shall submit a new application. All organizations applying must submit one application for their organization. There is no video presentation requirement for the ESG-CV3 supplemental competition.
